Fastest Lap
Easyarrays
laps holds the time of each lap in seconds. Return the 0-based index of the fastest lap. If several laps tie for fastest, return the earliest. The list is never empty.
Examples
Input: laps = [61.2,59.8,60.1]
Output: 1
Input: laps = [30,30]
Output: 0
